About The Role
The Program Lead, Manager Enablement manages the delivery of learning for leadership and manager development across Oscar. They ensure our leaders have the tools, resources and skills they need to do their job well, foster engagement on their teams and build the leadership capabilities necessary to achieve their career aspirations.
You will report to the Sr. Manager, Talent Development.

If you live within commutable distance to our Tempe office (off the 101 at University Dr), we ask you to come into the office at least two days each week. Otherwise, this is a remote / work-from-home role.
You must reside in one of the following states: Alabama, Arizona, Colorado, Florida, Georgia, Illinois, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, or Washington, D.C. Pay Transparency
The base pay for this role is: $88,560 – $116,235 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program and annual performance bonuses.
Responsibilities
- Work with the Senior Manager, Talent Development to build the manager development portfolio for Oscar
- Provide project management support for all manager development related workstreams
- Oversee the analysis, development, evaluation and continuous improvement of learning experiences for managers
- Use approaches to help build learning programs and resources
- Create and improve leadership development learning paths within the LMS, Intranet and tools like LinkedIn Learning
- Implement and manage an excellent onboarding experience for managers at Oscar
- Facilitate and manage the execution of all instructor led manager development programming
- Communicate with key stakeholders to identify management learning needs, socialize development programs, confirm project schedules, and discuss any project risks
- Draft and own communications to internal program stakeholders and Oscar wide to provide necessary updates, training, and/or messaging for all things program related
- Develop communication channels for Oscar managers, creating sources of leadership inspiration, and a space for leaders to learn and support each other
- Maintain shared knowledge management sites (ie. Confluence, LMS) for all leadership development content
- Oversee the maintenance and execution of the program
- Identify areas of potential improvements and enhancement and recommend solutions
- Support HRIS configuration of learning tools and systems
- Be a central contact within the People team and across Oscar for all things Manager Enablement related
- Use data and analytics to support program metrics
- Stay informed about internal and external factors that impact leaders at Oscar.
- Collaborate with external partners (e.g., learning vendors, coaches, speakers, professors and platforms) when needed to address identified learning needs
- Compliance with all applicable laws and regulations
- Other duties as assigned
Qualifications
- Bachelor’s degree or 3+ equivalent years of professional experience
- 2 years experience working on cross-functional programs
- 2 years project management experience
- 2 years L&D experience
- 2 years in managing teams and/or developing leadership learning content.
- Experienced facilitator across all platforms.
- Experienced in stakeholder management.
- Experience in full GSuite applications
- 25% travel time expected

Pay Transparency: Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
