Program Overview
The Medicare Drug Price Negotiation Program Monitoring, Oversight, Compliance, and Auditing (MOCA) Contract will facilitate the successful implementation of the entirety of the Medicare Drug Price Negotiation Program.
The program will support the successful administration of the Negotiation Program by collecting and analyzing data, and auditing and investigating (as needed) dispensers, pharmacies, mail order services, and manufacturers’ complaints/disputes. Contractual support aims to: enhance oversight of substantive noncompliance that hinders negotiations and renegotiations; promote participation and compliance during voluntary negotiations and renegotiations; and ensure the compliant effectuation of the Maximum Fair Price (MFP).

The Senior Project Manager will be responsible for the following:
- Provides executive direction, ensures continuity, and oversees the entire lifecycle of work
- Plans, supervises, and manages day-to-day operations of the task order – ensures that all aspects of the task order are executed effectively and efficiently.
- Collaborates closely with the Senior Program Director to identify and mitigate project risks, address challenges, and adjust resources as needed.
- Provides detailed progress reports to Senior Program Director and CMS, ensuring transparency and accountability in the task order’s execution.
- Develops and implements quality assurance (QA) frameworks to ensure all program activities, including data collection, audits, and investigations, meet rigorous quality standards.
- Reviews program deliverables to ensure accuracy, completeness, and compliance with contract requirements.
- Collaborates with the Senior Project Manager to identify areas for process improvement and ensures corrective actions are taken where necessary.
- Ensures continuous improvement of QA processes through regular reviews, feedback loops, and performance evaluations.
Requirements
- Bachelor’s degree from an accredited university in a related field of study (or equivalent work experience)
- A minimum of five (5) years’ experience with managing teams and schedules for complex government contracts or healthcare programs.
- Knowledge of the contract requirements and the ability to provide executive direction for the accomplishment of work under the contract.
- Demonstrated ability to communicate, both orally and in writing.
- Experience with data-driven project execution, including the ability to oversee both quantitative analysis and qualitative audits.
