We are looking for an eloquent, persuasive proposal writer to join our team. To be successful as a proposal writer, you should be articulate, have excellent written communication skills, and be able to work under pressure to meet demanding deadlines. Ultimately, a top-notch proposal writer should be consistent, detail-oriented, and able to write in a factual, convincing manner.

Responsibilities:

  1. Exercise full responsibility for the planning, organization and management of the development of complex proposal responses, bid preparations, and presentations in pursuit of new and add-on business.
  2. Independently analyze all client qualifications or proposal (RFI, RFQ, RFP) requests to produce a summary of the requirements for pursuit team members.
  3. Qualifying opportunities based on organization criteria & priorities.
  4. Identifying bid opportunities through agency research, third-party market intelligence tools, client and partner networks.
  5. Responsible for preparing appropriate responses to RFPs/ RFQ/ RFIs and managing, researching, writing and editing multiple responses to RFPs, RFIs, and RFQs.
  6. Deliver completed written proposal responses to the Manager against agreed RFP deadlines, escalating issues as required.
  7. Ensure compliance with and responsiveness to all RFP requirements. Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); and attending strategy meetings.
  8. Gather information by interviewing and writing various proposal sections, including Executive summaries, Past performance/Qualification summaries, and Resumes.
  9. Manage Task Orders of awarded contracts; scrutinize various procurement portals for potential opportunities.

Proposal Writer Requirements:

  1. Experience in End-to-end proposal management of State and Local government contracting.
  2. Expert in proposal writing and submissions – Experience writing for client audiences in the USA State, Federal and local government sector, financial or staffing market verticals, preferred.
  3. Experience responding to formal RFI, RFQ, and RFP type requests and working knowledge of complying with the required legal processes for submission and preparing the required legal forms, required.
  4. Experience supporting the proposal development process including strategy, solutions, writing, staffing, pricing, past performance, resumes, and other proposal requirement.
  5. Experience using market intelligence accounts and subscriptions: GovWin, FBO, agency vendor portals, prime contractor vendor portals, and other systems.
  6. Outstanding communication skills (written and oral) and an expert working knowledge of the entire Microsoft Office Suite, including Word, PowerPoint, Excel, and OneNote required.
  7. Researching, writing, and organizing information professionally and credibly; editing and revising proposals according to feedback.
  8. Attending meetings and identifying opportunities for proposal writing.
  9. A Bachelor’s degree in journalism, communications, English, or related field.
