Plains is looking to add a Specialist, Process Safety Management that will be responsible for coordinating and assisting in the implementation of Plains’ Process Safety Management (PSM) Program elements for the operating area(s) assigned, assuring the program, related processes, and procedures conform to OSHA’s Process Safety Management (29 CFR 1910.119) regulations. #plains
Job Responsibilities
- Assist operations in coordinating Management of Change (MOC) for technical, administrative, and organizational changes for the NW/SW Crude Districts
- Coordinate the implementation and maintenance of the Process Hazard Analysis (PHA) 5-year schedule for pipeline stations, including but not limited to: budgeting, vendor selection, AFE management, scheduling, logistics, and report filing
- Facilitate small scale PHAs, such as what-ifs and informal risk reviews, for technical changes
- Assess the severity of process safety events and categorize according to CSA Z260 & Plains requirements
- Lead and/or assist in process safety incident investigations, perform root cause analysis, propose corrective actions, and prepare resulting investigation reports
- Establish and lead MOC and corrective action review meetings with accountable leaders at agreed to frequency to support continued resolution as per PSM standard
- Lead and manage district risk register development to meet the requirements of the Operations Risk Management (ORM) Process
- Lead and/or assist in PSM Audits as required
- Develop strong relationships with all Field Personnel and be a leader in developing and integrating Process Safety Culture
- Represent their Operating Area as the Process Safety discipline in Capital or Third Party Projects
- Assist with the development of new Process Safety initiatives and projects
Knowledge, Skills, and Experience:
- 10+ years of industry-related Operations experience or a Bachelor’s degree in Engineering with 5+ years of industry-related experience
- Working knowledge of oil and natural gas liquids pipeline systems
- Ability to travel to remote pipeline facilities in central and Northern Alberta on a frequent basis (approximately 30%) to engage with operations and assist with incident investigations, and corrective action and MOC reviews
- Ability to build positive working relationships with operations and maintenance personnel
- Strong knowledge & experience participating in Management of Change processes
- Competence in facilitating small scale Process Hazard Analyses (PHAs) for pipeline & pipeline facility changes
- Experience leading or participating in root cause analysis for process safety related incident investigations
- Read, write, and speak English fluently
- Excellent computer skills, including Microsoft Office Suite and industry applications
- Maintain compliance with the company’s Drug & Alcohol Policy
- Valid CAN driver’s license with a clean motor vehicle record (MVR).
