This temporary position is located in Raleigh, NC – Wake County. Job Order Hourly Rate of Pay: $40.75 (Based on education and/or years of relevant work experience reflected on the application). This temporary position will be assigned to the Department of Health and Human Services. This position is located at 805 Ruggles Drive, Raleigh, NC 27603.This full-time temporary position will work in a hybrid fashion Monday – Friday. This position is required by the federal Subminimum Wage to Competitive Integrated Employment (SWTCIE) grant. This grant was awarded to EIPD to serve North Carolinians with IDD that are working in subminimum wage non-integrated work environments and need supports to move into a competitive work setting. This position will provide required executive leadership to the SWTCIE grant assuring compliance and success.Will directly supervise the Operations Manager, Program Manager, and an Administrative Assistant and indirectly all additional SWTCIE staff and partners Will report to and meet with federal grantors and other state leadership regarding the grant requirements Will meet and consult regularly with the SEAG, SWTCIE staff and partners to monitor project compliance and success Participate with other states in establishing similar efforts; there is some expectation to share lessons learned, achievements and progress nationally through presentations, collaborative meetings and partnerships. This position will report directly to the Director of EIPD but will also work in close partnership with the Director of Fiscal Services to facilitate the appropriate expenditure of funds Collaboration with DMHDDSAS, DHB, DPI, NCCDD and other DHHS entities will be mandatory and ongoing to facilitate program goals Will plan program expansion including development of new staff positions, services and pilot sites with the consultation of the Project Manager and Fiscal Lead.This position is fully funded by 100% federal funds already awarded as a part of the SWTCIE grant to be executed over a 5-year period (FFY2022 – FFY 2027).

Considerable knowledge of program area including the delivery systems. Thorough knowledge of the delivery systems and issues pertaining to specific program needs. Thorough understanding of the policies, procedures and funding mechanisms of the state and federal programs that govern the program area. Demonstrated skills in leadership, planning, budgeting, communication and management. Ability to effectively represent the agency to representatives from other state agencies, service providers, stakeholder groups, legislative committees, and various advisory councils. Ability to analyze data, evaluate programs and develop reports.
