Typically has seven (7) to 10 years of IT work experience, including five (5) or more years managing projects, and experience with projects in multiple technologies and businesses.
Requirements/ Qualifications
The Department is seeking two (2) full-time, on-site Senior Project Managers throughout the PO term of this RFQ. The position’s required qualifications and preferred qualifications are described in Sections 4.1 and 4.2 and must be verifiable in the Candidates’ resumes.
NOTE: Any successful Candidate with access to the Department’s network is required to complete the Department’s Security Awareness Training within 30 calendar days of hire.
Required Qualifications
A bachelor’s or master’s degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.
The Department requires the following experience, skills, and/or knowledge for this position:
- Project Management Professional (PMP®) Certification;
- Five (5) or more years managing successful, large-scale projects that include multiple diverse teams;
- Five (5) or more years utilizing project software such as Microsoft Project, Primavera, and Jira to track and maintain projects;
- Five (5) or more years developing and maintaining detailed project plans and schedules based on work breakdown structures;
- Five (5) or more years of experience with PMO methodologies and documentation;
- Five (5) or more years of experience with meeting facilitation and documentation;
- Five (5) or more years creating and presenting internal and external status reports;
- Five (5) or more years of experience with risk and issue management;
- Experience with completing project deliverables within the scope, schedule, costs, and quality constraints;
- Ability to coordinate numerous project teams and effectively conduct the initiative to meet overall objectives;
- Ability to provide effective communication and collaborative skills;
- Experience working with ServiceNow and DocuSign software; and
- Experience providing excellent leadership and negotiation skills.
NOTE: In addition to the above list, the selected Candidate must successfully complete a Level II Background Check.
Preferred Qualifications:
The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this position:
- Certification in Agile or Scrum-based Project Management;
- IT Infrastructure Library (ITIL) Service Management Foundations Certified;
- Experience managing projects with a large, distributed user base;
- Experience managing both waterfall and agile projects (preference in waterfall);
- Experience with state government projects;
- Experience managing and reporting projects in compliance with Rule 60GG-1, F.A.C.;
- Experience working with technical programming teams;
- Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems;
- Strong communication skills, written and orally, to effectively communicate with diverse stakeholders;
- Skills in negotiation, mediation, facilitation, and team building;
- Knowledge of IT standards in a criminal justice environment;
- Experience managing vendor projects;
- Knowledge in other IT areas, such as programming, data analytics, etc.;
- Team player attitude with a high-energy level and diligent work ethic; and
- Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
Scope of Work/Job Characteristics:
The Senior Project Managers will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:
- Develop and manage resource-loaded and leveled projects;
- Maintain project metrics in accordance with established standards;
- Maintain performance metrics in accordance with Department standards;
- Serve as a liaison with users;
- Provide hands-on leadership for complex projects;
- Provide project progress reports and presentations to internal and external stakeholders as well as executive leadership;
- Manage project spend plans;
- Manage resources for associated projects;
- Maintain all project artifacts in accordance with Project Management Office (PMO) standards and other documentation as necessary to ensure compliance with Chapter 60GG-1, Florida Administrative Code (F.A.C.);
- Lead or assist in business requirement gathering sessions for Joint Application Development (JAD);
- Work closely with customers, stakeholders, and IT software developers to document business requirements;
- Develop As-Is, To-Be, and other required business analysis documentation;
- Lead and develop the implementation of business process improvement recommendations;
- Follow a set of standard practices that ensure the integrity and quality of project artifacts;
- Manage expectations of diverse stakeholders and provide regular briefings to executives; and
- Work independently as part of a larger cross-functional team.
NOTE: This position is designated as “essential staff” and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by Section 33-208.002(4), (F.A.C.).
