The Opportunity: Leading Legislative Change for Clean Energy Equity

In this pivotal role, you’ll be a driving force in Good Energy Collective’s legislative and policy strategies. As the Manager of Governmental Affairs, you’ll work within the dynamic policy environment to build relationships and champion policies that align with our mission. This role is about more than advocacy; it’s about creating long-term, systemic change in how energy and equity intersect.

You’ll represent Good Energy Collective at every level—federal, state, and local—working directly with policymakers and advocacy groups to support policy initiatives that are aligned with our policy and research perspective. Reporting to the Director of External Affairs, your role will be both strategic and hands-on as you navigate policy complexities and advocate for impactful solutions.

At GEC, our governmental affairs strategy is an extension of the timely, rigorous research and policy development initiatives managed by our technical teams. To succeed in this role, you should possess appropriate experience, demeanor, and a strong commitment to building internal consensus throughout the lifecycles of government affairs initiatives. You will establish transparent workflows that advance our GEC’s impact in alignment with our strategic plan.


What You’ll Do: Your Impact and Influence


Governmental Affairs Strategy


  • Cross-department Government Affairs Strategy Processes
    : Create and lead processes with technical and communications teams to coordinate strategic governmental affairs priorities and build internal consensus around pathways for tactically pursuing each goal.

  • Policy Campaign Development
    : Design and implement policy strategies that drive GEC’s mission across legislative bodies, administrative units, and regulatory agencies.

  • Relationship Management
    : Build and maintain partnerships with key stakeholders across the policy landscape, aligning interests and goals to drive our mission forward.

  • Direct Advocacy
    : Actively engage with legislators, policymakers, and partners to advance Good Energy Collective’s clean energy goals, providing credible insights and research-backed positions.

  • Representation at Public Events
    : Advocate for Good Energy Collective at conferences, public forums, and panels, representing our work and engaging the community on clean energy issues.


Research & Analysis


  • Policy Analysis
    : Conduct thorough research on emerging policy issues, assess impacts, and present insights to leadership for strategic decision-making.

  • Policy Tracking
    : Develop processes to monitor policy developments; work with Directors to create appropriate touch points and cross-educate GEC staff.


Who You Are: Qualifications and Skills


  • Educational Background
    : Bachelor’s degree in political science, public policy, economics, law, journalism, or a related field; advanced degree preferred.

  • Experience
    : 7+ years of work experience with 5+ years in government relations, legislative affairs, or advocacy; experience in the clean energy or environmental policy sectors preferred.

  • Process Development and Project Management:
    Experience developing routine cross-departmental processes and managing complex projects in line with project management best practices.

  • Location
    : Based in the Washington, DC, or DMV area, with strong connections within the regional and federal policy landscape.

  • Interpersonal Skills
    : A strong communicator with a talent for conveying complex issues in an accessible and compelling manner.

  • Commitment
    : A deep belief in Good Energy Collective’s vision and the role of policy in creating fair, just, and inclusive energy solutions.


Approach to Compensation | Fairness Over Negotiation

We get it; the topic of salary often turns into a negotiation game. But here at Good Energy Collective, we’re taking a different approach—one rooted in fairness and internal equity.

For the Governmental Affairs Manager, the salary range is $95,000 – $130,000, with a midpoint of $112,500. Starting offers are set at 95% of the midpoint, or $106,875.

Our salary bands are intentionally wide to provide ample room for growth without requiring a change in title. It’s our way of saying, “We value your growth right where you are, and we want to reward you for it.” We recognize that negotiation often favors certain demographic groups, and we’re committed to leveling the playing field. We want every candidate from every background to know they’re being valued fairly for their skills and potential.
