A leading residential development firm in Los Angeles, CA, is seeking a highly skilled and detail-focused Construction Procurement Manager Specialist to oversee procurement operations, contract management, and bidding coordination for luxurious hillside residential projects. The firm is looking for a proactive professional with in-depth knowledge of the Los Angeles construction market, especially hillside developments. The ideal candidate will bring substantial experience in contract negotiations, bid package preparation, and scope-of-work creation, along with proven leadership abilities to manage budgets, timelines, and supplier relationships effectively.

This role requires an on-site presence five days a week to work closely with project managers and subcontractors, ensuring that the procurement process is efficient, cost-effective, and aligned with the firm s high standards and project timelines. Construction Procurement Manager Specialist Responsibilities

  • Lead the issuance of contracts to subcontractors and suppliers, ensuring alignment with project requirements and mentoring team members on contract compliance
  • Develop and oversee detailed scopes of work for construction trades, maintaining alignment with project goals and quality standards
  • Prepare, review, and distribute Invitations to Bid and Bid Packages, ensuring accuracy and adherence to schedules
  • Guide team members in developing “Scope of Work” and “Subcontractor Bid Sheets” with comprehensive project details and deadlines
  • Facilitate the follow-up, receipt, and evaluation of subcontractor proposals, negotiating terms to align with project budgets and timelines
  • Review and approve subcontractor proposals, verifying accuracy before adding them to project files
  • Manage the RFP process alongside the Estimating Project Engineer, coordinating recommendations for operational budgets across trades
  • Supervise the RFI process, ensuring complete bids and reducing post-contract Change Orders
  • Oversee the transition of subcontractor information to Construction Project Managers, ensuring smooth hand-offs
  • Build and expand the Qualified Contractors list by identifying new, reliable vendors and subcontractors, particularly for hillside projects
  • Maintain timely and accurate project documentation in Sage Contractor and BuilderTrend systems, overseeing adherence to documentation standards
  • Supervise cost factor analysis, ensuring alignment with management objectives for planning, vendor selection, and cost efficiency
  • Conduct post-project analyses, refining cost-estimating procedures based on discrepancies between estimated and actual costs

Construction Procurement Manager Specialist Requirements

  • Master s degree in a related field or MBA preferred; Bachelor s degree in Construction Management, Real Estate, Engineering, Architecture, or related field required
  • Minimum of 5 years of experience in a construction management role, with proven skills in team and budget management
  • Strong background in contract development, bid preparation, and scope-of-work creation
  • Proficiency in procurement software and Microsoft Office Suite, with training capability for team members
  • Proven negotiation skills and relationship management experience, fostering team development in supplier and subcontractor relations
  • Knowledge of Los Angeles building codes, regulations, and hillside construction best practices
  • Excellent communication, organizational, and analytical skills
  • Ability to mentor team members, manage multiple projects, and meet deadlines
  • Certification in Procurement (e.g., Certified Professional in Supply Management – CPSM) preferred
