Summary
As a Voting Rights Program and Project Manager at the GS-0301-14, you will be part of Merit System Accountability and Compliance, Office of Personnel Management. If selected, you will be responsible for providing expert guidance to the Voting Rights and Resources Management Officer on a variety of complex management support initiatives related to Voting Rights.
Duties
Enforcing the provisions of the Voting Rights Act of 1965, as amended, for specific program coverage areas.Conducts complex projects and studies designed to reduce costs, maximize productivity, and achieve the overall goals of the Voting Rights Program.Represents the Voting Rights Program both within and outside OPM to gain support for program goals.Works closely with Department of Justice (DOJ) officials in evaluating Voting Rights activities and recommending and implementing any needed program improvements.Ensures that sufficient federal observers are identified, trained, and deployed to meet DOJ’s needs.Oversees the Voting Rights budget and prepares budget reports and writes justifications on behalf of the Voting Rights program.
Requiremennts
Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period This position is not eligible for inclusion in a bargaining unit
Qualifications
For the GS14: You must have at least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) which includes performing all of the following: 1) Overseeing and monitoring the activities of VRRM’s Voting Rights Coordinators, geographically dispersed throughout the country; AND 2) Developing policies and procedures for carrying out Voting Rights program responsibilities; AND 3) Forming and maintaining effective partnerships with stakeholders and other counterparts in other Federal, state and local agencies as it related to Voting Rights; AND 4) Performing as the subject matter expert on Voting Rights to effectively convey the relevant laws, regulations, guidelines, and policies; AND 5) Coordinating the work of Voting Rights Coordinators as a supervisor, team lead, or project lead, including prioritizing work and providing feedback. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
