Artemis is seeking a full-time Strategic Communications Specialist/Manager with demonstrated experience managing a large-scale communications campaign. The ideal candidate will have a deep understanding of project strategy and implementation, digital content, communication, writing and consulting best practices. The Strategic Communications Specialist/Manager must be able to lead a team and will be responsible for the successful execution of a digital communications contract. Responsibilities include, but are not limited to, defining and updating campaign strategies, background, purpose and intended outcomes; evaluating partnership strategies; and creating messaging and products based on research.
The Strategic Communications Specialist/Manager role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in management consulting and campaign development and execution. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.
This is a contingent hire position.
This position is remote. However, travel for occasional in-person meetings may be required.

Primary Responsibilities:

  • Define and update campaign strategies, background, purpose and intended outcomes.
  • Develop and maintain critical communications planning and strategy documents to ensure campaign activities are executed on time, within scope and in alignment with available funding.
  • Manage client relationships and facilitate project briefing to key stakeholders in the government and at Artemis.
  • Create a partnership process and support elements such as outreach templates and tracking documents.
  • Propose new and innovative strategies to keep the campaign relevant and effective in its communication with the public and its stakeholders.
  • Identify and propose a list of potential partners to assist with delivery of educational messages and materials.
  • Draft communications for delivery and at the request of the Government deliver to audiences via email, social media and printed content.
  • Review all products developed by the team to ensure they meet client and contractual quality requirements.
  • Create talking points for Senior leaders and develop language for media releases, factsheets, and other products.
  • Manage a team of communications, video production, graphic design and other experts, providing subject matter expertise for and oversight of all products produced by the team.
  • Translate complex messaging into plain language to ensure materials are easy to read, understand and use.
  • Plan, generate and deliver client-ready materials for stakeholders, including client leadership.

Minimum Qualifications:

  • 4 years of experience and Bachelor’s degree in related field.
  • Active DHS Background Investigation/Clearance (strongly preferred)
  • Proven experience leading marketing and advertising campaigns.
  • Experience with multi-channel marketing including search, social, email, SEO, programmatic, direct mail, PR and influencer marketing.
  • Strong understanding of brand architecture, creative strategy, naming and messaging.
  • Ability to manage competing deadlines.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Strategic thinker with a forward-looking approach to marketing trends and technologies.
  • Strong problem-solving skills and the ability to think critically.

The U.S. Department of Homeland Security (DHS) Office of Partnership and Engagement’s (OPE) mission is to ensure a unified approach to external engagement through coordination of DHS outreach efforts with critical stakeholders nationwide.
