Position Overview
We are seeking an experienced Program Manager with a strong background in cybersecurity and IT operations to lead and manage complex Department of Defense (DoD) contracts. The ideal candidate will have over 8 years of experience overseeing contract portfolios, leading cross-functional teams, and driving program success through risk management, strategic planning, and financial oversight.
Responsibilities
- Manage a portfolio of cybersecurity and IT contracts, including overseeing Risk Management Framework (RMF) specialists and ensuring all deliverables meet DoD standards.
- Lead and mentor cross-functional teams of analysts, project managers, and technical experts to deliver successful outcomes across multiple programs.
- Conduct regular meetings with stakeholders to review contract status, identify risks, and implement mitigation strategies.
- Utilize quantitative and qualitative analysis tools, including earned value management, to ensure project financials remain aligned with program objectives.
- Facilitate weekly meetings with cyber teams and regular updates with contract owners, contracting officer representatives (CORs), and other stakeholders.
- Establish and maintain cost, schedule, and performance baselines for over 30+ programs to ensure timely and accurate delivery of contract deliverables.
- Coordinate program activities with technical points of contact (TPOCs) and senior leadership to adjust program requirements based on evolving customer needs and future bid opportunities.
- Brief senior leadership bi-weekly on contract performance, budget status, and risk management efforts.
- Participate in red team reviews, assess bid opportunities, and help identify and plan for future resource needs.
Required Skills and Experience
- Bachelor’s Degree in Management Information Systems or related field.
- PMP (Project Management Professional), Security+, and other relevant cybersecurity certifications.
- At least 8 years of experience managing large DoD contracts, with specific experience in cybersecurity, IT operations, and financial oversight.
- Experience with RMF, earned value management, and agile methodologies.
- Strong analytical skills, strategic thinking, and the ability to collaborate effectively with cross-functional teams.
Preferred Skills and Experience
- Previous experience managing DoD contracts for Navy
- Demonstrated success in leading Red Team reviews and evaluating future bids
- Advanced skills in financial analysis and budgeting, with a track record of creating internal systems for financial tracking and reporting
Clearance Requirements
U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.
Work Location
United States – Remote
Compensation
The salary range for this position is $145,000 – $175,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
