Summary:
We are seeking an experienced Program Manager to support the Personnel Services Delivery Redesign (PSDR) initiative. This role involves managing the transformation of personnel services delivery within the organization, enhancing efficiency, and improving support for service members and personnel. The Program Manager will oversee the redesign, implementation, and sustainment of innovative personnel service delivery models while ensuring alignment with the Army’s mission and strategic goals.
Responsibilities
Essential Job Functions:
- Serve as the primary point of contact for all PSDR-related activities, providing strategic direction and operational oversight.
- Manage all aspects of the PSDR program, including planning, execution, monitoring, and evaluation.
- Lead organizational change efforts to implement new personnel service delivery models effectively.
- Develop strategies to minimize resistance and ensure successful adoption across units and stakeholders.
- Collaborate with Army leaders, Human Resources personnel, and other stakeholders to identify needs and ensure program alignment with organizational goals.
- Facilitate regular briefings, updates, and feedback sessions with senior leaders and stakeholders.
- Analyze current personnel service delivery processes to identify inefficiencies and areas for improvement.
- Develop and implement streamlined workflows and service models that enhance responsiveness and accuracy.
- Ensure all program activities comply with Army regulations, policies, and standards.
- Prepare detailed reports, presentations, and documentation for leadership and external audits.
- Perform other duties as assigned.
Qualifications
Necessary Skills and Knowledge:
- Demonstrated leadership, time management, facilitation, and organizational skills.
- Demonstrated working knowledge of change management principles and performance evaluation processes.
- Exceptional leadership, communication, and organizational skills.
- Shall speak, read, and comprehend English to the extent that they can read and understand printed regulations, detailed written orders, operating procedures, training instructions and materials and perform the duties assigned.
- Shall conduct themselves in a proper, efficient, courteous and business-like manner.
Minimum Qualifications:
- Bachelor’s degree in business, management or related field (in lieu of a bachelor’s degree, minimum ten years’ experience in managing Government projects of similar size and scope). Also, experienced in Government policies and procedures; possess good analytical skills, time management, and be an independent thinker.
- U.S. Citizenship and the ability to obtain and maintain a security clearance if required.
Preferred Qualifications:
- PMP (Project Management Professional) or equivalent certification preferred.
The salary range for this position is $90,000 to $140,000 annually.
