Softek Intl, Inc. is seeking a talented Project Manager (Security Engineering) to support the DHS Chief Information Officer (OCIO), Enterprise Engineering Division (EED) s Enterprise Security Engineering program (ESE). The ESE program is responsible for providing Tier 3-level security engineering to managing the tools, applications, and underlying infrastructure that supports a wide array of DHS mission stakeholders, to include the Network Operations Security Center (NOSC).

As a member of the management team, the candidate will provide program and technical management oversight to security engineers advance tactical and strategic efforts, help prioritize efforts, coordinate tasks to completion, identify risks and issues, and write and assist with deliverables in support of security and network tools and infrastructure projects.

This position is based in the Washington, DC area (DMV) but candidates with strong backgrounds and qualifications that live outside of the DMV will be considered.

Duties / Responsibilities

• Work in close partnership with contract Program Manager, Security Engineer team-leads, and staff to plan, direct, organize, control, and manage tasks to ensure that all milestones are fulfilled in an efficient and timely manner.

• Oversee the development and delivery for contract deliverables for the security engineering team.
• Coordinate project execution, lead meetings, support government-led meetings, prepare briefings, reports, and meeting notes.
• Development and delivery of the monthly Program Management Review (PMR) with Softek management.
• Assist with on-going review and update of engineering standard operating procedures (SOPs) and documentation of processes to mature service management across team and the DHS Network Operations Security Center (NOSC)
• Work with Information Systems Security Officer (ISSO) and staff to support remediation efforts for open plan of action and milestones (POAMs) and periodic security assessments.
• Assist with program tracking, milestones and deliverables using SharePoint, ServiceNow, and MS Teams.
• Assist with the determining the staffing requirements and allocation of staff across groups
• Assist with the tracking of hours and cost for the group
• Participate and manage crisis issue troubleshooting calls
• Establish and manage operational tracking processes for all groups in cyber support area.

Minimum Qualifications / Requirements

• At least five (5) years of professional experience, including prior experience in security / networking engineering and operational environments.
• Must have held a leadership role in a support organization supporting an engineering and DevSecOps environments
• Must be able to manage engineers and stakeholder groups, to include deconflicting communications and personnel challenges, to meet requirements and milestones in a fast paced, dynamic environment.
• While core hours are typically 9AM EST 5PMEST, flexible to support priority issues or critical milestones during non-core hours, weekends, and holidays on as-needed basis.
• Prior experience in a federal contracting environment a plus

• Must be able to maintain DHS suitability (Entry on Duty)
• S. Citizenship
• Secret clearance required

Education

BA / BS; relevant experience may be a substitute for education.
