Job Overview:
We are seeking a highly experienced Governance Framework Consultant to support a State government department in establishing governance structures and standards for the Medicaid Enterprise System (MES) modernization program. The ideal candidate will have a strong background in developing governance frameworks, technical standards, and project oversight in the state or government sector. Technical expertise and Medicaid program experience are highly preferred.
Responsibilities:
- Governance Framework Development:
- Review existing governance processes and structures to identify leverageable elements
- Collaborate with business and technical leadership to establish levels of engagement, decision rights, and governance structures
- Define governance bodies, roles, responsibilities, and processes across enterprise, project, and technical levels
- Develop and maintain a plan for implementing and evolving the governance framework to align with MES modernization milestones
- Create operational support plans, including governance body calendars, communication templates, agendas, and decision-tracking mechanisms
- Standards Development and Integration:
- Assess current program management, SDLC, technical, and architectural standards for relevance to MES modernization
- Identify gaps in existing standards and recommend necessary updates or replacements
- Create a roadmap for drafting, approving, and maintaining standards, including key milestones
- Draft standards for PMO processes, SDLC, technology and infrastructure, architecture, and data management
- Establish review cycles to ensure standards remain up-to-date and effective
- Stakeholder Engagement and Support:
- Work closely with the State government department and vendor teams to facilitate governance processes and standards adoption
- Provide training and communication materials to ensure clear understanding and compliance with governance processes and standards
- Recommend and support toolsets to enhance governance activities
- Deliverable Oversight:
- Contribute to the production of key deliverables, including governance frameworks, adoption plans, standards frameworks, development plans, and documented standards
- Ensure deliverables align with project timelines and quality expectations
Qualifications:
- Bachelor s degree in Public Administration, Business Administration, Information Technology, or a related field. Master s degree preferred
- Proven experience in establishing governance frameworks for large-scale government projects
- Demonstrated expertise in standards development and oversight, particularly in MES or similar modernization programs
- Familiarity with state Medicaid programs and government regulations is a strong plus
- Experience facilitating cross-functional decision-making in complex technical and policy environments
- Exceptional communication and stakeholder management skills
- Strong analytical and organizational capabilities
- Proficiency with project management and governance tools
- Ability to work collaboratively across diverse teams and functions
Preferred:
- Technical background with experience in developing and implementing SDLC, architecture, and infrastructure standards
- Prior experience with other large-scale consulting engagements is a plus
