About the role

Based in Brisbane and working closely with the Manager, Strategic Policy, the NHVR is looking for a seasoned Senior Policy Advisor who is experienced in policy development and implementation. Working within the boundaries of the Heavy Vehicle National Law (HVNL), you will develop strategic policy and undertake policy analysis to improve regulatory outcomes.

Key Responsibilities/Accountabilities

 

Some of the key responsibilities of this role are:

  • Manage and contribute to strategically aligned policy development and other projects.
  • Develop and implement strategic heavy vehicle policy in alignment with the broader NHVR’s strategic plan.
  • Provide authoritative advice to support informed decision-making on a range of strategic and operational policy matters relevant to the NHVR.
  • Conduct research and analyse complex data, issues and trends to support policy decision-making. Proactively contribute to the development, implementation, evaluation and continued improvement of strategic policy and legislative frameworks.
  • Prepare a range of complex policy documents including internal policy position papers and options, reports, briefings (both written and verbal), procedural documentation, templates and other sensitive correspondence.
  • Assist with delivering heavy vehicle reform including contributing to harmonisation initiatives across the heavy vehicle regulatory environment.

 

About You

Ideally, you will demonstrate your policy skills and practical experience in a similar role. The ideal candidate will also work well within a supportive and experienced team and have experience in a similar position developing and implementing policies.
  
Motivated to contribute to outcomes, you will be an out of the box thinker, who thrives on solving complex technical matters through collaboration.  You will have the ability to work independently and contribute effectively, in a supportive team environment whilst maintaining a high level of work ethic. The role has a number of projects on the go at any one point in time, and requires high level problem-solving, creativity, perseverance, as well as solid planning, time management and prioritisation skills.

Excellent written and verbal communication skills are essential. You will need to be able to build rapport and develop strong stakeholder relationships across multiple sources, take end-to-end responsibility for a body of work, and manage expectations and deliverables. You will need to leverage these relationships to seek the appropriate advice and information required to inform your decisions, as well as negotiate outcomes and overcome challenges.

You will have:

  • High level skills in research, analysis, and problem-solving complex issues. 
  • Extensive experience with the development of evidence-informed policy, the preparation of policy documentation, briefings, reports, procedures, and guidelines.
  • Experience with ability to effectively plan, lead and/ or manage projects to deliver timely results.
  • High levels of written, oral, and interpersonal communication skills.
