Peerless Technologies is seeking a highly motivated and energetic Senior Program Manager to support the Department of the Air Force (DAF) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. This role will be integral in driving program effectiveness, enhancing participant experience, and supporting the successful transition of technologies from small businesses into the defense marketplace. Responsibilities:
As a Program Manager, you will support the execution of the SBIR/STTR programs, particularly within the Strategic Funding Increase (STRATFI) and Tactical Funding Increase (TACFI) initiatives. Your duties will include, but are not limited to:
- Stakeholder Coordination: Act as a liaison between government SBIR/STTR Program Managers, Technical Points of Contact (TPOCs), awardees, and external stakeholders to ensure smooth communication and collaboration across the Department of the Air Force and industry partners.
- Process Improvement: Continuously identify and implement process improvements to streamline program execution, enhance participant engagement, and increase technology transition rates.
- Automation & Technology Integration: Proactively seek opportunities to implement automation and new technologies to improve program operations and efficiency.
- Data Management & Reporting: Collect, analyze, and organize data for reporting, records-keeping, and decision-making purposes. Ensure accurate tracking of program metrics and key performance indicators (KPIs).
- Trend Analysis: Monitor and analyze emerging opportunities, trends, and challenges within the Ventures program and across the defense innovation ecosystem. Recommend strategies to mitigate program weaknesses.
- Resource Development: Maintain and update the DAF SBIR/STTR knowledge base, ensuring all relevant resources are current and easily accessible to STRATFI/TACFI awardees.
- Onboarding & Support: Lead the onboarding process for new STRATFI/TACFI companies, ensuring they are effectively integrated into program platforms, resources, and processes.
- Educational Outreach: Develop and deliver educational materials and training programs designed to assist STRATFI/TACFI companies in navigating the SBIR/STTR programs and improving technology transition outcomes.
- Documentation & Records Management: Oversee the management of documentation, compliance tracking, and record-keeping to ensure the integrity of program activities and participant information.
- Small Business Engagement: Identify and drive initiatives that increase small business participation in DAF Ventures programs and maximize the potential for technology commercialization and transition to the defense sector.
- Program Planning & Execution: Assist in the planning, development, and execution of STRATFI/TACFI Fund Increase programs and events, ensuring their successful rollout and alignment with program goals.
Qualifications:
- Education: Bachelor’s degree in business, finance, engineering, technology, or a related field.
- Program/Project Management: Proven experience in program management, including cost, schedule, performance, and risk management. Ideal candidates will have certification in Program or Project Management (e.g., PMP, CAPM, Agile).
- Military Experience: Ideal candidates will have prior military experience, particularly in roles related to Air Force financial management or acquisition.
- Air Force Financial Management: Experience with Air Force financial systems such as DoD Comprehensive Cost and Requirement System (CCaR), Electronic Data Access (EDA), and Procurement Integrated Enterprise Environment (PIEE) is highly desirable.
- Domain Knowledge: Familiarity with key technology areas relevant to DAF Ventures, such as Aerospace, AI, Energy, Hypersonics, Machine Learning, Missile Defense, and Nuclear technology, is preferred.
- Technology Proficiency: Expertise in Microsoft Office (especially Excel) and Google Suite (particularly Sheets), and experience with Salesforce or similar CRM tools.
- Communication Skills: Exceptional written and verbal communication skills. Comfortable presenting in front of stakeholders and leading virtual meetings.
- Data Analysis: Proven experience in compiling, analyzing, and synthesizing data from multiple sources to support decision-making and program improvements.
- Travel: Willingness to travel occasionally for program-related activities and events.

Pay: $110,000.00 – $125,000.00 per year
