DescriptionLeidos’s Office of Technology, Digital Modernization Sectorteam currently has an opening for a Data Solutions Engineer with experiencedesigning and implementing complex business data solutions, includingenterprise data meshes, data platform architecture, data pipelines,governance, and data quality over multiple data technologies (e.g.relational, NoSQL, cloud storage, hybrid cloud, commercial and opensource).Position SummaryYou will team with other talented engineers, developers, and datascientists to shape and design enterprise-scale data platforms, solvingsome of the country’s biggest data problems, ranging from enterprise IToperations to National Defense. You will coordinate closely with businessdevelopment, internal research & development (R&D), and othersubject matter experts (SME) staff to support new business development bycrafting compelling narratives of differentiated approaches andhigh-performance execution, including pre-proposal capture support andproposal development. Candidates should either possess or be capable ofobtaining a DoD Clearance at the Secret level.Primary ResponsibilitiesProvide the technical leadership and direction for the execution of DoDIT new business during the capture phase, through proposal development andinto program startup upon award.Lead data solution architecture definition of complete EnterpriseService solutions covering the lifecycle from early CONOPS, torequirements, development, deployment and sustainment.Partner with the business development team in supporting the shapingand development of technical solutions, basis of estimates, and industryrelationships via responses to RFPs, new business reviews, white papers andcustomer shaping calls.Key activities for this role will include requirement definition,architecture development, analysis of alternatives / trade-off studies,technical planning, and design.Engage with IRAD teams, internal AI/ML Accelerator staff and strategicpartners to provide differentiated solutions for current and futurecustomers.Analyze and describe AS-IS system CONOPS, function and technicalarchitectures.Develop TO-BE solutions, including CONOPS, operational, physical,technical and data views.Prepare for and lead technical readiness reviews.Lead development of written and oral technical proposals, to includesupport for internal reviews and adjudication of feedback.Produce technical roadmaps that advance the technical baseline andaddress both the technical and the business factors.Lead engineering assessments and recommendations for selection ofinvestments for a range of large scale COTS solutions across various vendorofferings.Provide options with recommendations for integrating vendor solutionsfor large scale enterprises and strategies for technical refresh anddeployment into the enterprise.Basic QualificationsMasters Degree with 15 years of prior relevant experience. May possessa Doctorate in technical domain.3+ years of experience supervising or leading technical projects andteamsPrevious experience with COTS and open source solutions with broadexpertise guiding project and operations across multiple related ITdisciplines throughout the project lifecycleUnderstanding of modern data tools and approaches (e.g. SQL, NoSQL,data catalogs)Experience developing data platform, data fabrics and data meshsolutions to meet cybersecurity requirements for the federalgovernmentExperience in software engineering and design, including workingcooperatively with Data ScientistsUnderstanding of data cataloging / data quality / data securityPrior hands-on experience with relational data / SQL / data modellingand scripting toolsAbility to communicate with executive leadership regarding matters ofsignificant importance to the organization.Experience and ability to successfully negotiate and influence othersto understand and accept new concepts, practices and approaches.Experience estimating all technical and operations labor and materialcostsExperience identifying and assessing business impacts to proposedchanges to a largely technical solution or enterprise operationsExcellent written and oral communication capabilityMust have an active Secret security clearance.Preferred QualificationsArchitecture Framework knowledge and certificationFamiliarity with the processes, tools and techniques to develop AI/MLsolutionsExperience developing strategic roadmaps for IT services and providingtechnical oversight to ensure developed solutions, satisfy customer andbusiness requirementsRecent experience migrating and sustaining applications from on-premisesolutions to CSPsKnowledge and experience with the NIST Risk Management Framework (RMF)Original Posting Date2024-04-23While subject to change based on business needs, Leidos reasonablyanticipates that this job requisition will remain open for at least 3 dayswith an anticipated close date of no earlier than 3 days after the originalposting date as listed above.Pay RangePay Range $144,300.00 – $260,850.00The Leidos pay range for this job level is a general guideline onlyandnot a guarantee of compensation or salary.
